Rod Pacheco is a litigator of extraordinary skills and experience in all forms of litigation. His reputation is well known in Southern California where he has been practicing for some time. Throughout his trial career, he has focused on the results of his client’s litigation1 a career that has encompassed over 100 trials, commercial and criminal.
Whether it be by jury trial, court trial, arbitration or administrative trials Rod has succeeded for his clients, oftentimes in the most challenging and dire litigation circumstances, what some call “Bet the Company Litigation”.
As a former preeminent statewide death penalty prosecutor, Rod has also handled the most significant type of case a lawyer could try before a Jury.
In addition to litigation skills and experience, Rod has also been sought out by California corporations for outside general counsel services, providing strategic guidance and advice in a variety of corporate matters, whether it be pre-litigation, Internal Investigations, or business Issues. A number of government entities, including municipalities, have also secured outside counsel representation by Rod for the many issues that they confront.
Prior to starting his own firm, Pacheco & Neach, Rod was a partner-level attorney at the litigation firm of Theodora Oringher PC. At Theodora Rod served as the Chair of the White Collar
Practice Group. Before that Rod served as a Partner with the Dentons law firm in Los Angeles. Dentons is a notable “Big Law” firm and is the largest law firm in the world currently.
Prior to private practice, Rod served as the elected District Attorney of Riverside County in California. That prosecutorial office was the third largest prosecutorial agency in the State of California with over nine hundred (900) employees and two hundred and seventy-five (275) prosecutors, and the tenth largest in the United States, including federal prosecutorial offices. During his tenure as District Attorney the office enjoyed the second highest conviction rate in the state of California and was well known for its many innovative crime solutions, including gang Injunctions, the multiagency task force combatting sexual predators (Sexual Assault Felony Enforcement (S.A.F.E.) teams), and the incredibly effective Countywide Gang Task Force.
The latter gang task force was the first of its kind in California in terms of its size, mission, and collaboration across local, state, and federal law enforcement lines.
Rod’s public policy career includes public service as a State Legislator. Rod served six years as a California Assemblyman for the State’s 64th District representing Western Riverside County. There he built numerous relationships with California’s leaders, including several U.S. Presidents and California Governors. His service is notable for the many accomplishments he secured during his tenure, the leadership positions he held with distinction, and the honors he received as a result.

David Sire, Jr. has deep experience in civil litigation with an emphasis on construction issues of all kinds. Whether that litigation has resulted in multimillion dollar settlements for his clients or successful trial verdicts, David has navigated complex contract litigation involving local and international companies in state and federal courts. Moreover, the litigation disputes in David’s experience have involved massive construction projects throughout California, such as hospitals, schools, roads, commercial buildings, and high-end residential projects.
In these conflicts, knowledge of the regulatory environment, contract details, their dynamics, and the significant involvement of third parties and experts – requires a thorough, organized, and tactical approach. David’s experience with these dynamics on multi-million-dollar disputes often involving projects in the tens of millions of dollars, ensures the good outcomes that Pacheco & Neach produces for their clients.
A few recent examples illustrate the meticulous work David produces for clients. In the past few years. David secured a multimillion-dollar settlement through aggressive litigation that convinced the opposing party to abandon a multi-million dollar claim and instead pay-out over $2.5 million; won a decisive verdict for another client in a multimillion-dollar claim involving construction defects, a seven-figure recovery for delay claims; and successfully defeated bid protests that threatened over $40 million in construction projects of his client. David is also representing a prominent multimillion dollar construction company in its tough fight against an international company in federal court, Los Angeles.
While David has extensive litigation experience of all kinds, he has long specialized in construction litigation representing individuals and entity construction companies, general contractors, subcontractors, sureties, developers, and owners of private construction projects. Oftentimes his construction clients have needed assistance defending their companies against government agencies including the Department of Labor Standards and Enforcement. David also has extensive experience navigating complex government contract and tort claims.
As is the custom at Pacheco & Neach, David also devotes time to helping others, notably the church and school at Our Lady of Grace children’s and homeless aid ministries.

Eleuterio “Lute” Pacheco currently serves as a Law Clerk for Pacheco & Neach and has an extensive background for the position. His educational history is exceptional having attended one of the United States’ best universities, the University of Southern California (USC).
At USC Lute majored in and received a Bachelors Degree in Philosophy, an excellent precursor to law. He also served on the USC Men’s Crew Team and was voted by his peers as Captain his junior year.
During his college education he was accepted into the Riverside County District Attorney’s Internship program, a highly competitive clerkship program. During his time there he worked for one of the office’s top Homicide prosecutors, one with exceptional insight and talent. Mr. Pacheco had the good fortune to assist Mr. Zekster on a noted homicide case.
Subsequent to his internship Lute worked at Pacheco & Neach as a clerk handling document review on white collar and civil matters. His position required not only recognition of important documents and facts but an analysis of those factual dynamics. Fortunately, he has a keen mind for sorting through mountains of documents and finding the most salient pieces.
He now attends Western State College of Law, a private law school in Irvine California while working in his Law Clerk position.
In his off hours Lute spends time with his wife, a student at USC School of Biokinesiology and Physical Therapy.

A legal powerhouse with an impressive educational pedigree, Irasema Rocha is a force with which to be reckoned. At Pacheco & Neach pc Irasema focuses on business litigation and all tax related issues.
After graduating with honors from the University of Texas at El Paso with a degree in political science and a minor in legal reasoning, Ms. Rocha set her sights on San Diego, where she pursued a law degree with a laser focus on business litigation and tax law. Not one to rest on her laurels, she went on to earn a Master of Laws in Tax, equipping herself with an intricate understanding of the complex world of taxation.
While excelling in her studies, Ms. Rocha received national recognition for her adept handling of business tax planning matters. She further honed her skills working for the San Diego County Treasury Tax Collector and California State Board of Equalization.
Combining her educational depth with her specialties of business litigation and taxation, Irasema served over five (5) years as a Chief Financial Officer (CFO) managing all financial operations for a significant Texas corporation. She experienced first-hand the challenges of operating a large business and working with other top managers to achieve productive financial results.
Ms. Rocha leveraged her background to become a formidable force in business litigation. With her intellectual prowess, diverse experience, and passion for the law, Ms. Rocha enters the courtroom prepared to aggressively defend her clients’ interests.
She continues to pay it forward by mentoring high school students with legal aspirations through the Crawford Academy of Law.

Nataly Rahmo’s entrance into the law is one borne of excellence and international experience. Ms. Rahmo earned her undergraduate degree from the University of Surrey in the United Kingdom, one of the top five universities in the UK. While there Ms. Rahmo studied and received her bachelor’s degree in international relations.
Nataly then went to one of the best law schools in the nation, Georgetown University Law School in Washington D.C. While attending Georgetown, Nataly sought out experience in litigation, lawing a foundation for her litigation career to follow. Once such foundational layer came when she was accepted into the Georgetown University Civil Litigation Clinic where she represented clients in various civil matters.
Nataly also sought the insights of noted judges in a variety of settings while still in law school and after. She applied for and was accepted as a judicial intern for the Honorable Judge Jorge Alonso at the United States District Court for the Northern District of Illinois. Broadening her experience to encompass new and different skills, Nataly was also accepted in the Capital Hill Advocacy Program.
Nataly was tasked with collaborating with Georgetown University Medical Center students to prepare and present proposed legislation to Members of Congress on Capitol Hill. As a result of her dedication and excellent work Georgetown University awarded her with the Pro Bono Pledge Honoree Award.
After law school Ms. Rahmo was selected to serve in a prestigious position as a Judicial Clerk for the Senior Judges at the Superior Court of the District of Columbia. In that position Nataly worked with a total of nineteen judges handling every legal issue that came before them.
In each endeavor Ms. Rahmo sought and received prestigious appointments that broadened her perspective and developed extraordinary skills that serve her well in her chosen field of litigation. At Pacheco & Neach, pc, she works on several multi-million dollar matters that involve litigation of all types.

Marquis Stepteau has built a life of extraordinary achievement at some of the finest universities in the United States in his pursuit of legal skills and preparation for a lifetime of litigation. At the University of California, Los Angeles (UCLA) his academic achievements include graduating magna cum laude. Despite the size of his graduating class Mr. Stepteau ranked in the top ten percent (10%). As a UCLA undergraduate Marquis demonstrated his strong dedication to learning and his ability to excel in a rigorous academic environment.
Following up his tenure at UCLA, a top fifteen national university, Marquis entered the University of California, Irvine (UCI) School of Law ranked ninth best law school in America by Princeton Review. Again, at a tough academic environment Mr. Stepteau demonstrated a strong commitment to academic excellence. At UCI Law School Marquis was selected for the prestigious Law Review and was named an Associate Editor. One of his publications was the most viewed Notes during his tenure.
In his quest to become a litigator Marquis was also chosen as a member of the UCI Moot Court team and expanded his litigation skills assisting professors in state and federal court for the Civil Rights Litigation advocacy team.
Additionally, Mr. Stepteau’s advocacy skills, combined with his legal research and writing skills, enabled him to secure favorable verdicts for his clients in matters regarding California’s Unfair Competition Law, Fourth Amendment claims, Alien Tort Statute matters, and data privacy claims in the Civil Rights Litigation Clinic.
As a result of both his proficiency and dedication Marquis earned honors, the faculty award for top performance in the Advanced Civil Rights Litigation Clinic and the Dean’s Award in Law of Sales.
Seeking greater skills from the judiciary Mr. Stepteau was selected for a judicial externship with the Honorable Judge Nathan R. Scott in the Orange County Superior Court. In this role, he was actively involved in drafting and preparing legal memoranda on various issues of civil procedure and contract law.
Due to his extraordinary skills in legal writing Marquis was selected as a Research Fellow to Professor Grace Tonner for the legal research and writing course. In this role, he mentored other law students in drafting memoranda, briefs, and other legal documents.
At Pacheco & Neach pc Mr. Stepteau is actively engaged in handling complex civil and business litigation matters.

Litigation Assistant
Ms. Finch brings a wealth of trial experience as a litigation assistant, having served formerly at a large litigation law firm in Southern California. In her fifteen (15) years there she managed four lawyers who handled nothing but trial work and voluminous amounts of litigation. The demands upon her were significant and involved nothing but litigation work of all kinds, including but not limited to client interactions, calendaring, expert witness coordination and discovery, scheduling depositions and other significant litigation events with opposing counsel, preparation and filing of all motions, including collaborating with legal vendors, and filing in various courts, state and federal.
At Pacheco & Neach Megan’s responsibilities include but are not limited to office calendaring, filing all pleadings, maintenance of internal electronic and written files, preparation of discovery requests such as subpoenas and comparable documents, coordinating with the various arbitration services in which Pacheco & Neach has litigation, and creating and implementing innovative new methods of law office procedures and practices. While performing all these tasks with skill and intellect, Megan also makes sure our legal counsel are provided the organization and assistance they need to produce successful outcomes for our clients.

Rebecca Pacheco
Managing all administrative aspects of a highly successful law firm requires a myriad of skills not ordinarily acquired in one place. Thankfully Pacheco & Neach can rely on Rebecca Pacheco to operate payroll, marketing, human resources, accounting issues, training, third party vendors, IT issues and legal compliance, just to name a few.
Mrs. Pacheco’s skills were first honed in the title industry during a time of rapid growth in real estate development in the region that was exploding, the Inland Empire. Her next foray, fortuitously, was in marketing and donor activity for the University of Redlands. Working closely with the Executive Director of Planned Giving for the university Rebecca gathered insights into the interaction between an organization and its supporters.
Later, during the great advent of advanced technology worked for the IT Department for the County of Riverside, an excellent precursor to the many and constant technological issues that confront law firms today.
But her greatest work was CEO of the family corporation, which included but was not limited to the development of the corporation’s most important assets. Cultivation of those assets and ensuring their successful outcome were her primary responsibilities, ahead of the numerous administrative duties she also handled for over a decade and a half, including but not limited to payment of third party vendors, tax issues, real estate development and income generation.
She now serves Pacheco & Neach as its Chief Operating Officer.
